Photoshop and Premiere Elements Reactivation

I had to reinstall Windows 10 when it crashed after an upgrade and and now I need to reinstall Photoshop and Premiere Elements version 15.  Both of these applications show up as my registered products on the Adobe website in the My Products section but not under Billing History or Order History for me to download probably because I purchased them through Dell when I bought my PC.  How to get these applications back?

You may download from Adobe only if you purchased from Adobe... you need to contact Dell
