Photoshop CC 18 won't install on Windows - Error Code 190

hello community, i purchased a photoshop CC18 to upgrade my old version which is cc 15 , i have tried to install it but it keeps bringing up a pop up message after 5% that it won't install.

pls can someone tell me what do to?
