Photoshop CC 2015 Installer "Waiting"

I have been trying to install Photoshop on my computer all day. I have a MAC running El' Capitain, and a CC Photography plan. It will just say "Waiting..." and never change when I'm either installing an update (Please see below) or just trying to install in general.

1. Updates: Sometimes, it will say an update is waiting. I will try to install it, but it will just say "Waiting..." but then I restart my computer, then it will say Up To Date. Then I try to install the program, but it will ask me to update. If it ever updates, I will try to install it.

2. Program Exists: It says that I already have the program, and has the uninstall button, but I don't have the program... I have read recent articles, and none of the steps worked.

TL;DR: Whether if it's updating, or trying to install, it will be caught on the "Waiting..." label.

Launch Activity Monitor and Force Quit all Adobe and setup related processes like

  • Creative Cloud
  • Adobe CEF Helper
  • Adobe Desktop Service
  • AdobeIPCBroker
  • Adobe Installer
  • AdobeUpdateService
  • AdobeServiceInstaller
  • CreativeCloud(URIHandler)
  • AAM Updates Notifier
  • CCLibrary
  • node
  • CoreSync
  • Setup
  • PDAPP
  • Install.......................................etc

Then relaunch Adobe Creative Cloud app and try to install Photoshop CC 2015 again .

Still same ??
