Thanks for the update Dave.  No errors are being reported in the log.

There may possibly be a component or file which may be damaged based off the error you continue to receive.  I would recommend removing all installed Adobe Creative software titles using the uninstaller utilities.  You can then use the CC Cleaner Tool, available at Use the Adobe Creative Cloud Cleaner Tool to solve installation problems, to ensure the damaged files have also been removed.

Once the uninstallers and the CC Cleaner Tool have been run you can then reinstall the Adobe Creative applications, included with your membership, by following the steps listed at Download and install Adobe Creative Cloud apps.  All available updates will be downloaded and reinstalled automatically as part of the installation process.

Dave do you receive any error messages during the installation process for Photoshop CC 2015?  You can review the installation logs to locate the specific errors.  For details on how to locate and interpret the installation log files see Troubleshoot Adobe Creative Cloud install issues with log files.  You are welcome to post any specific errors you discover to this discussion.
