Photoshop cc install issue

I need Photoshop CC, I un-installed it when upgrading to 2014 edition but now need Oil Paint filter which I did not know was discontinued. Now my Cloud app gives me an error 49 when trying to download. Also when logging in via webpage I cannot get any downloads to work as the page says there is an issue with the server - this has been happening for several days.

    use a different browser, clear your adobe.com cookies and follow the instructions
