Photoshop Element codes directly from my account aren't recognized

I can't get my new Photoshop Element code to be recognized for version 19,20, 21.  I have bought and failed with all.  I live in Uganda Africa but have never had this problem.  Obviously Adobe has no way to directly contact them to get help or to get a refund. Any ideas? Looks like my days of amatuer photography are coming to an end.  I have being working on this for months and even tried to email Adobe.

How to activate Elements

Follow these steps to activate a purchased Elements product:

  1. Select the Elements product that you want to activate from the screen below.
  2. Sign in using your Adobe ID and password.
  3. Click Activate now in the Welcome screen.

Activate Elements

  1. Enter the serial number in the next screen and click Next.

Your Elements product launches successfully.

Do you mean you just now bought version 19? Or was this bought several years ago? Did it work at first?

 

What is the error message that you get when you install Photoshop Elements? Please post a screen shot - but remove personal info first.
