I have Photoshop elements 10 I am trying to install on new PC, when I first received the program I never retrieved the serial number. Now the directions with the CD is obselete as the web address is no longer active.  How ams I able to retrieve the serial number so I can install

You mean this is a new, unused, never installed copy - with a redemption code, not a serial number? Too late, too too late. Also such old software may not work well on a new PC.
