Photoshop Elements 12 fails to initialize

New install of Photoshop Elements 12 fails to initialize.  Serial number was accepted during installation.  Double clicking the icon gets the program started for just a few seconds then stops.

    is pse 12 part of a cc subscription?

    No it was a stand-alone download from Amazon.
