Photoshop Elements 12 fails while installing shared technologies.

I am trying to install Photoshop Element 12 on a Windows 7 machine with all patches up to date.  Machine meets hardware requirements.  I get to the installing shared technologies and then get an error indicating installation of shared technologies has failed.  Please restart and try again.

I have turn off my anitvirus software fully and tried to install again same error.

I have renamed the OOBE folder in c:\program files(x32)\common files\adobe\ and it still fails.

I downloaded a trial version of the software and tried to load it.  I got the same error.

Reviewing the event logs I noted the error "application or service Adobe Active File monitor V12 could not be restarted".  Otherwise the windows installer is not error out. 

I ran the Adobe support advisor and indicated it found no errors in the install.

I have no other version of photoshop elements on the machine anymore and I do not use Cloud.  

Anyone have any ideas it would be greatly appreciated.  I support machines where I work so I am pretty computer literate but cannot seem to figure this one out.

    Also I ran the ASR tool and uploaded the file 40-17933-016207122013.   I had posted a few others of these to support 40-04196-184404122013, 40-41620-165103122013, and 40-54275-153303122013


    Well I am now up an running it appears!!  This is great.  Chandhar S sent me an email with a couple of items to try including running MSconfig and basicall shuting off all loads except Microsoft at startup.  He also had me create another id to run under.   I tried this but it did not work.  I reset to my normal boot up settings and restarted.   I logged in with my normal ID and decided to try to install one more time before updating the forum and my case number. 

    I almost, well you know, when I made it through shared technologies and got the install completed successfully.  I open a quick pic and it all seems to be working!!! 

    Adobe support was very good and stuck with me to help correct the issue.  Still not sure what little piece corrected on the minimal load back to my regular load (and probably will never figure it out) but I am excited to be able to use th product now.

    I have tried all of the items in these links and still have the issue.   Can someone tell me what the shared technologies are that are being installed?  I would like to see if I have one installed that is causing issues.  I am thinking if one or more are installed I could uninstall and try to do the install again. 

    Support listed off several processes to end and to try the install.  This did not work either.

    Ramfried do you have a case number from our support team which I can reference. 

    Also you mentioned that you tried the steps in the two offered discussion threads.  So that you are not given duplicate steps to perform can you please list what steps you have taken to resolve your difficulties?

    Hi, Sorry I don't have the answer but I'm having exactly the same issue. I've made 8 install attempts trying the various suggestions in the forums.  I'm very frustrated as each install attempt is taking up to an hour in total. Also after each failed attempt when I try again the installer tries to do an UNinstall and fails to find the path.  I then have to run a Microsoft 'Fix it' tool to repair the failed installation.  Adobe don't seem to be interested in sorting this out.  My only difference to your scenario is that when I ran the Adobe support advisor, it produced a message of "cpsid_83578r3: Error, "Validate license at Pre-chrome".

    I finally managed to instigate a chat session with tech support which is ongoing, the person I'm dealing with seemed to have no idea that this a common issue or how to sort it out, but I'll keep on trying and will post the result here if I hopefully get sorted.
