Photoshop Elements 12 installed on my PC has never worked.

My Photoshop Elements 12, which I installed as an upgrade to Photoshop Elements 11 on my PC running under Windows 8.1 has never worked.  In cannot find a catalog. My Elements 11 worked fine under Windows 7 and still works fine after I upgraded to Windows 8.1.  I have spent hours on the phone with Adobe techs and have had my local PC professionals examine the PC.  They both concluded it is a bug in Windows 8 but if so I do not know to proceed.  Help would be most appreciated.

    try resetting your preferences.

    while starting pse 12, hold down ctrl-shift-alt.  if done correctly you'll see a confirmation dialog.

    Hi kglad,

    Thanks for the advise unfortunately holding down the ctrl-shift-alt does not work. I tried it several times.

    did you see the confirmation?

    if yes, uninstall, run the cleaner and try reinstalling - http://helpx.adobe.com/creative-suite/kb/cs5-cleaner-tool-installation-problems.html

    if no, google a youtube video on how to reset preferences.
