Photoshop Elements 12 won't open after install...?

I've just paid for the full version of Adobe Photoshop Elements 12 and followed all the installation and now that it has finished, my laptop has restarted and now it won't open the programme. Either from the start menu or the icon on the desktop. Can I uninstall it and try again? I know I'm only allowed it for use on one thing... Or have I missed something I'm meant to do?
