Photoshop elements 13 download won't launch on Windows 10

Just bought a new Dell laptop with Windows 10 OS.  We have Elements 13 on an older desktop and logged into Adobe, found the product download and our purchase serial number.  There were two 64 bit downloads, a "7Z" file that was 1.6GB and then a smaller .exe file.

I downloaded the 7Z file and it placed it in the Downloads folder.  When I go to launch it to presumably unpack and install the software, a window pops up very briefly and then shuts down and nothing happens. 

When I downloaded the .exe file and launched it I got an error saying the program wasn't fully on the computer so for some reason the software downloads but it won't launch the install script to allow us to install and run it.

Any help is appreciated

    Two ideas that MAY work to install and/or run old programs in Windows 10

    -RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window

    -or Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... this says Encore, but is sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account) so follow the instructions for your specific program

    You have to download BOTH, put them both in the SAME folder, then run the EXE. Make sure you still have the 7Z file you downloaded and don't try to launch it, it may be deleted by other (non Adobe) software.
