Photoshop Elements 13 stopped working when I upgraded to OSX.10.11.3.

I deleted and have been trying to re-install, but whenever I do, the installation crashes.  After 30 minutes online with Adobe support, they told me that only the experts at Forum can deal with this problem.[?!]

    uninstall

    clean per Use the Adobe Creative Cloud Cleaner Tool to solve installation problems

    restart your computer

    retry installing.

    Unfortunately, after taking all the steps mentioned, the same thing happened.  I am including a screen shot of the error message:
