Photoshop Elements 2.0 won't initialize

Just replaced my hard drive (C).  I reloaded Windows 7 on the new drive.  My old software reloaded with no problems . .. except Photoshop Elements 2.0.  I get a message that says "Could not initialize PE because the scratch disks are full".  The C drive is new, is 3 terabytes and is almost empty so the scratch disk cannot be full. Help!

    Elements 2.0 released in 2002 (hence the name).   A lot has changed since then.  A 1 TB hard drive is way too big for Elements 2.0 to recognize.   Consider partitioning your hard drive to give Elements something smaller to chew.   

    Or better still, upgrade to Elements 2019.   See links below for details.

    That's because Photoshop Elements 2.0 was created when there was not support for disks larger than 1 TB.
