Photoshop Elements 2018 installatio error without error code

Hi,

I am trying to install Photoshop Elements 2018 on Windows 11 and constantly run into the same problem. When installation program asks me to sign with username and password, I do that and get following message:

"Try again later

For security reasons your access was temporarily disabled.

For more details contact Adobe Customer Support."

 

I cannot close that window and have to end the task through task manager.

 

Does anyone have an idea what I could do to install the software?

Installation is downloaded from Adobe web pages.

This is NOT logical, since PE is a standalone program with a serial number, but I read another message that said installing the Creative Cloud manager first allowed an older program to be installed... I **think** the Cloud Manager may be uninstalled after PE is installed and working

ALSO

Two ideas that MAY work to install and/or run old programs in Windows 10 (and MAYBE Windows 11 ?)
-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window
-and/or select Run as Administrator to assign FULL Windows permissions

I had to buy new version of PE, since installation of 2018 version is not working well on Windows 11.

PE 2022 installed without any problem.
