Photoshop Elements 9 activation failed because it was supposedly installed on another computer

Hello everyone.

I have an original box of Photoshop Elements 9 for Windows and Mac. Until now, I had the app installed on a computer with Windows 10 and only used it occasionally.

I recently did a fresh install of Windows 11 on the same computer.
Then I've installed PE 9. When I want to use the app, I am asked for the serial number. When I enter it, it says that the app with this serial number is already installed and used on another computer and I cannot run it. I have already been to my Adobe online account and unfortunately cannot manage any devices there.
How can I solve this problem?

Thanks in advance and best regards.

If you have reached your maximum activations you can try to deactivate it from your previous computer (Win 10) assuming it still works following these steps: https://helpx.adobe.com/x-productkb/policy-pricing/error-activation-limit-reached-sign.html?linkId=100000259373979

However, if you don't have access to the old computers you were using to deactivate them, Adobe can no longer reset activation counts, and seeing as how old PE9 is it may be time to upgrade.
