Photoshop Elements 9 update to 9.03 fails each time

When i open Elements to work with photos I often receive a notice that there is an available upgrade. When I run the upgrade it appears to download OK but the installation fails.

"Some updates failed to install"    "patch cannot be applied. Please contact customer support"

Anyone know what to do? I have found contacting customer support isn't exactly easy.

Please download update patch manually from : http://www.adobe.com/downloads/updates/ and try to install it on your computer.

Select the product from the dropdown menu and search for the update which you want to install.

Downloaded and unzipped successfully. Ran the application, but received same error message. "Patch cannot be applied. Please contact Customer Support".

I saw in an answer to a similar post that said to run as adminstrator, except there is no option to do that, and I beleive I am the administrator already anyway.
