Photoshop elements and premiere elements Update doesn´t work

each time when starting photoshop elements  (as well as with premiere elements) the programm wants to install new version 13.1. I always accept it and the program tells that the update has been intalled correctly. Next time I start the programs the same procedure starts again:  Update, installed properly and next time.. Update available,..

Makes me made. Administrator rights are always given.. What can be the problem?
