Photoshop Elements installer fails with error 113

Every time I try to install Photoshop Elements the installer takes forever to load, then stops after 3% giving the 113 error, saying it can't reach adobe servers. At that point the creative cloud app is installed, but nothing else. When I start the Creative Cloud app it wants me to log in, but then just hangs without asking me for my credentials for several minutes, then goes right back to the log in prompt.

 

Other info:

  • A fresh Windows 10 Pro (64 bit) install
  • Stable internet connection
  • Rebooted several times, tried different local users
  • Removed and re-installed all adobe applications/services several times (via windows settings)
  • Cleared temporary files, browser chache
  • Disabled windows firewall & antivirus, no change
  • No pending windows updates
  • Other apps connect to the internet just fine
  • I tried installing the log collector tool, but that too won't install because it can't connect.

I managed to make it work by diabling all network adapters and protocols that I didn't need. I also changed the DNS servers, though it may have been incidental and not related to the issue.

See if this helps... this is a big problem for Windows 7 but you MAY have the same problem
