Photoshop elements11 (from a disc) does not work: what can I do?

I have had trouble getting Photoshop Elements 11 to work. At first there was nothing but after dismantling Norton I got some life from ORGANISER. PHOTOEDITOR is dead however - error 213:11. Ihave tried rebooting etc to no avail. Very frustrating . What can I do?

does your system meet specs? (http://www.adobe.com/products/photoshop-elements/tech-specs.html)

if yes, properly uninstall whatever's been installed, restart your computer, download a trial of pse 11 (http://www.adobe.com/cfusion/tdrc/index.cfm?product=photoshop_elements), install it and then activate with your serial number.
