Photoshop + Illustrator will not install

So whenever I go to install photoshop or adobe illustrator I get the 'Installation failed' message. Screencap below:

I am using 64bit windows 7. I have tried pressing retry but it gives me the same message.

Thanks to Microsoft Chat session support, with their remote control we

1 manually installed the update KB3102812 for Windows 8.1

2 disabled the antivirus

3 and after 210 necessary updated KB...so on

they solved.

It comes up with another box that says more information, and when I click that, it opens up this page: Error :api-ms-win-crt-runtime-l1-1-0.dll is missing
