photoshop install fail

hello i need help with installing photoshop from the creative cloud desktop

every time i try to install the desktop version on my pc it fails wqith error 190 system requirments not met but the below image shows i exceed system requirments unless i am missing something

Robbie, what type of Creative Cloud membership are you using? Do you own and manage the computer and network you are attempting to use Photoshop on?

    your os and cpu meet specs.

     

    it's not clear you meet the other specs, Photoshop system requirements (adobe.com)
