Photoshop install on Windows 10, Surface X, only 2018, 32 bit of Photoshop will even download

I have a brand new Surface X, Windows 10 Pro, ver. 1909,  64 bit, 16 gb Ram, and Adobe will only install Photoshop 2018 32 Bit on my Surface.  What is the deal?

Your tablet will not run modern 64 bit apps. It is not suitable for Creative Cloud or other high end applications.

Yours is an ARM-based processor and hence will only allow 32 bit applications.
