Photoshop "installation Failed" without error code

I'm trying to install Photoshop through Creative Cloud. It gets to 9% installed and then I get an "Installation Failed" message with no error code. I've logged out and rebooted and I've tried uninstalling and reinstalling creative cloud. Nothing has worked so far. Acrobat, Lightroom and Lightroom Classic have installed without an issue. I'm using a MacBook Pro running Big Sur 11.31.
