Photoshop is the ONLY CC App that Fails on Download

I had to uninstall the CC App to get my Premiere Pro to work again a few weeks ago. Since then I CANNOT get PS to get past 8% download before it fails. Premiere, Lightroom, Media Encoder, all seem to download and work fine. I get no error messages to accompany the failure and I have clients waiting

I am on Windows 10 64bit. Any suggestions?
