Photoshop_Set-Up being deleted

Whenever I try to download Photoshop the set-up is downloaded in Chrome, I click to open it, User Account Control asks if I want to allow the app to make changes to my device, I click yes. Then nothing happens I check my downloads file and it shows up for a few seconds and then dissapears, when I try running as administrator nothing still happens. Is there a fix for this?
