Photoshop update slows drastically after 8%

Recently Creative Cloud informed me that a Photoshop update is available.  Trying to download it proceeds at a slow but feasible rate, like 1% every 2 seconds, until it reaches 8%.  Then the rate becomes very slow, perhaps 1% per minute.  I have seen this same behavior at two locations in Oregon (130 miles apart) via Verizon Wireless, and at the latter site using WiFi from our RV park.  Since it happens the same way using two different ISPs suggests that the problem may be with Adobe, either in the Creative Cloud software or in the server from which it downloads.  Has anyone else experienced this behavior?  Can anyone suggest an explanation?

Craig, sorry you are facing slow download speeds while updating Photoshop CC. I would recommend reviewing the DLM.log to determine what specific servers are being used in your region.  Details on how to locate the DLM.log can be found at Troubleshoot Adobe Creative Cloud download and install issues .

I would also recommend reviewing any installed security software or software firewalls that may be preventing the downloads from completing.  If the error is occurring on two different networks then any utilities which affect the computers ability to communicate with the Internet may be blocking the download from completing.

No security software of firewalls are preventing downloads from completing, as demonstrated by the fact that the Photoshop update has since been successfully downloaded on both of our computers.  Upon reflection, I believe that this problem may be simply one of progress reporting by the download software.  I have reported a more recent description of this problem.

Ok, thanks for the update, Craig.  The DLM.log will have details if there is any quality of service issues that may be affecting the download speed.  The Adobe Creative Cloud desktop application does attempt to recover for any data loss.
