photoshop won't install (2020)

hey! i have the paid version of photoshop and a bunch of other adobe apps/programs. i downloaded lightroom without a problem, but whenever i try to install photoshop, it goes to the page that says it is currently installing and asks to open the creative cloud app, but it never installs. i've switched tabs, tried closing every other thing on my computer, having only one tab open, and not touching my computer after i approve the pop-up to open the creative cloud app. i can't figure out what to do, and i sifted through some other posts similar to mine and i couldn't find an answer. any help is appreciated!
