Possibility to install few years old Adobe CC versions removed?

It used to be possible to press Adobe CC / blue button's arrow / Manage / Other versions and then for example for Media Encoder there was 12.1.2, 11.1.4 available. Now there is only 13.0 available for the old versions (except if you have them already installed). What happened? Why were they removed and how to get them back? I need to be able to export .flv files!
