Premier Pro CC update failure error code 146

Premier Pro CC 2017 was partly through updating when the program started behind the Creative Cloud app listing the suite of programs.  In an update on another PC, the update stopped with a note to exit Premier Pro for the update to continue.  I did this, allowing the update to successfully complete.  On this PC, I returned during a series of updates to find that Premier Pro was updating with the program open also in the background.  I exited Premier Pro as noted in the previous PC update to find the update stopped.  When I tried to Retry the update, it has continued to fail.  In this update, It appears that I exited Premier Pro prematurely in error.

Following the 'Learn More' instructions:

The FATAL Error (code =146) warns that it is unable to move file at "C:\adobeTemp\ETR345C.tmp\1\universal\App\32\Adobe QT32 Server.exe to

"C:\Program Files\Adobe Premier Pro CC 2017\32\Adobe QT32 Server.exe" Error 5 Access is denied.

Then 'Try setting correct permissions to the specified file/folder or parent folder, so that admin has rights to modify it.

The problem is when I looked at "C:\adobe Temp, there is nothing there.  I found Adobe QT32 Server.exe is already located in the 'move to' location.

What should I do next?

I was a little premature in my questions since after restarting my PC, the update completed successfully.

I would still like the answer to my questions for future use if needed.

Uninstall.

Use cleaner tool.

reinstall.

See how that will go.

I can uninstall Premier Pro but I am unfamiliar with the following:

  1. Where do I find the cleaner tool?
  2. What is the procedure to acquire Premier Pro CC (2017) in the suite of video editing tools within the licence covering the CC package.
