Premiere and Photoshop not starting up

Question

I'm having trouble opening both Premiere Pro and Photoshop. When I click on them, Premiere won't load, and Photoshop is just a grey blank screen. I've already uninstalled them and reinstall to see if it fixes the isue, but it's still the same problem. Has anyone came across this, and if so, how do I fix it?

Please ensure your computer meets or exceeds the minimum system requirements to run Creative Cloud + all other apps you intend to use.

Which operating system?
Which versions of PP and PS?
Have either of them worked on this system before?
Did you restart computer after installing?
