I have downloaded the file PremiereElements_10_LS15_win64.7z but I can't open or use it.

when downloading from prodesigntools.com you also need to download the exe file (file 1). put both in the same directory and click the exe, http://prodesigntools.com/photoshop-elements-10-direct-download-links-pse-premiere-pre.html
