Premiere Elements 11 wont open in Windows 8

I have purchased a disc and installed from there (Student/teacher edition). I purchased Elements along with Photoshop - Photoshop opens perfectly, when I double click the elements icon it does nothing.

After multiple re installs I downloaded from adobe web site and installed. This didn't work

If I try and open from the "Open file location) when I right click on the icon I recieve the error message

"The application was unable to start correctly (0xc000007b). Click OK to close the application"
