Premiere Elements 13 - Installer fail to initialize

Hello

I am receiving a "installer failed to initialize" error, when trying to install Premiere Elements 13.

OS: Windows 8.1

I HAVE tried the below, but I do not have the program on the list to uninstall when I get to the Control Panel Programs list.

Please refer to the help document below:

    Changed file permissions as advised, and ran the install again, receiving the below log update. Would Adobe Application Manager help?

    Briain you indicated you did not have any other Adobe Creative software installed previously.  If this is the case there should be no previous installation of the Adobe Application Manager.  Please use the Programs and Features control panel to ensure all Adobe Creative software is removed.

    You will then want to use the CC Cleaner Tool available at Use the CC Cleaner Tool to solve installation problems | CC, CS3-CS6 - http://helpx.adobe.com/creative-suite/kb/cs5-cleaner-tool-installation-problems.html to help ensure all entries have been removed.

      I have no other Adobe Creative software installed. This is my first purchase.

      Briain this error commonly occurs when previous Adobe applications were incorrectly removed.  I would recommend using the Programs and Features control panel to verify there is no additional Adobe software installed.

      If you continue to face difficulties initializing the installer then please review the PDApp.log for the applicable error message preventing initialization.  You can find details on how to locate and interpret the installation logs at Troubleshoot install using logs | Elements.  You are welcome to post any specific error messages you discover to this discussion.
