Premiere Elements 14 install fails on Windows 10

I am getting the following error message after re-installing Premiere Elements 14. Some items for the following product could not be installed successfully. The error summary file may help you identify the issue. When I click on the error summary hyperlink it says the file does not exist, I am running Win 10 64 bit.

When I open the program the welcome screen appears, then when I click on video editor nothing happens.

Any suggestions?

    restart your computer

    reinstall pse 14

    Thanks. I used the control panel to uninstall. Ill try the  cleaner tool.
