Premiere Elements 2019 won't install under Windows 11, published fixes do not work

I have two licenses for Premiere Elements 2019.  One is running just fine on a machine that was upgraded from Windows 10 to 11.  The other, I am trying to move to a new Windows 11 machine.

The installer gets stuck at the "Update Your Browser" screen.

None of the fixes on this and similar pages help:

I am a software developer myself.  I understand that the problem here is that Adobe assumed that the web browser for Windows would always be Internet Explorer.  Technically, Adobe was at fault for doing that, since it's not a documented part of the Windows API, and Adobe owes us a workaround.

I also have CS 5.5 on the same machine, working fine, but having it activated (under the same Adobe account) doesn't help.

Elements 2019 is no longer supported. It was built to run on Win7, 8, 8.1 & early versions of Win10 with DirectX 10 or 9 compatible display drivers.

At this point, if you want Adobe’s support, you’ll have to buy a supported product that’s compatible with Win11.

Elements 2019 is no longer supported. It was built to run on Win7, 8, 8.1 & early versions of Win10 with DirectX 10 or 9 compatible display drivers.

At this point, if you want Adobe’s support, you’ll have to buy a supported product that’s compatible with Win11.

I have just found a solution to make Premiere Elements 2019 install on Windows 11, but it’s not terribly straightforward.

 

Firstly you will need to install both the x86 and x64 versions of Microsoft Visual C++ Redistributable Packages for Visual Studio 2013. These can be downloaded here: https://www.microsoft.com/en-gb/download/details.aspx?id=40784

 

Try running the Premiere Elements installer again. If it still doesn’t work, follow the below steps:

 

  1.  Rename the installer file to something short, like preminst.exe
  2. Press the Windows start button and type cmd. Click on the “Run as administrator” link that shows on the right.
  3. Navigate to the folder the Premiere installer file is located in. In my case by using the command cd\users\chris\downloads and pressing enter.
  4. Type in preminst.exe --silent=1 and hit enter. After a little while you should see some text showing the progress percentage of the install.
  5. If progress stops suddenly with an Exit Code: 183 message, you may need to temporarily disable your Windows Firewall and/or Windows Defender / Real Time Protection in Windows settings. In my case this allowed the install to complete successfully, and the software loaded up immediately afterwards by itself.
  6. Re-enable your Windows Firewall and Real Time Protection immediately after installation has completed.

Hi Michael, just wondered if you ever found a solution to this problem?

I managed to install Premiere Elements 2019 last year on a different Windows 11 laptop, but I can’t for the life of me remember how I did it.

I think whatever workaround that may have been present last year is no longer working, as I’m trying to install it on a new Windows 11 machine today (May 2026) with no joy. I’m just getting a blank window when running the installer - I’ve tried running it as admin and with compatibility settings in the file’s Property tab, tried installing Creative Cloud first, but nothing works.

I reset my computer and can no longer install Premiere Elements 2019. I think it's just not supported anymore. (The 2025 trial version installs just fine).

I just went ahead and upgraded to 2025 for $79.

Besides all the fixes on the web page I linked to (including registry editing), I also tried changing my browser to Edge, setting Edge to be the default browser, installing Adobe Creative Cloud and logging in, and none of these made any difference.

Adobe just auto-emailed me to ask if this problem was solved.  NO, IT IS NOT SOLVED.  Due to an erroneous assumption about Windows, Adobe has created an installer that won't run under Windows 11.  (Premiere Elements 2019 runs just fine under Windows 11 provided it was installed before upgrading Windows.)

All the published fixes did not solve it, nor did running the installer as Administrator.  The random, shotgun nature of the recommendations suggests that nobody has really solved the problem.  Adobe owes us a corrected installer so that we can use the permanent licenses we paid for.  I am not asking for any change to the app, merely the ability to install it.

Since this is essentially a matter of Adobe not honoring a license they sold me -- they nowhere stated that having Internet Explorer was part of the license conditions -- I am hoping someone from Adobe can turn up here and prod the company to fix the problem correctly, even if it means creating a new installer for a 5-year-old product.

Elements 2019 and CS5.5. are two separate programs. They do not interact which each other.

Try to install 2019 as admin.

Running the installer as administrator didn't help.

I understood that CS 5.5 was not connected to Elements but I thought one of the published hints somewhere said that it would help with authentication.

If you are using Opera switch to a different browser... Opera is not compatible
