Premiere Elements Update Trashed Premiere and Photoshop Elements

Hi All,

I just installed Adobe Photoshop Elements 2021 and Adobe Premiere Elements 2021 on a Dell Inspiron 7790 running Windows.  After activating Photoshop I opened the program and it appeared to be functioning.  Then proceded to activate Premiere.  During activation there was a new version available notice so I downloaded that.  About 15 minutes into the install it failed and sent an error code (which I don't remember) and instructions to restart. 

On restarting the Premiere desktop icon was non-functioning and Photoshop will no longer open.

Suggestions?
