I currently have Adobe Premiere Pro cc v 12.1.2. I don't have an option to upgrade to v13 in the Creative Cloud Desktop? How do I update to the new version (v13)?

The CC Desktop app can be problematic.

First, try signing out of it, rebooting, signing back in. That typically fixes this.

If not ... use the Adobe CC Cleaner Tool to uninstall and clean up the CC Desktop app, then download/install from the Adobe site, sign in, and it should be working.
