adobe animate is one of adobe's programs that can do that.

this 'animate' can do all 6 points in the op yea?

animate can do all six (assuming #6 means you want to install a desktop and/or mobile app on users' devices) that can be accessed any time.

i don't know if other adobe programs can do that, too. i suspect flash builder can do that, too.
