Price of photoshop elements! It is listed as 69.99 but when proceed to checkout becomes 99.99

I recently have tried to buy photoshop elements. It is listed as 69.99 on site yet when I proceed to checkout it comes up 99.99? What is the price?

    I have the same problem.  I clicked on an Adobe ad to buy a license of Photoshop Elements for $69.99.  When that page timed out & went back to it to buy the software, the price jumped up to $99.99.  Now when I've created an account to reply to this message string, the price jumped up again to $149.99.  What a racket!  Can someone in sales @ Adobe please contact me & honor the original price as advertised?  I would greatly appreciate ethical business practices by Adobe when purchasing this software.  Thank you!

        do you have a previous version (so you can purchase an upgrade)?

        This is not true it is clearly marked that it is price for first purchase! This has been so frustrating as I try to buy it and will not accept my Canadian postal code
