Problem reinstalling PSE-2019

I purchased PSE 2019 online from Staples. Was given a serial# and download code and all worked fine on Dell Inspiron running Win 10 Pro; Intel Core i7-3632QM CPU 2.20 GHz 64 bit OS. I performed a system reset and cleaned out the HD and reinstalled all my various purchased programs. PSE-2019 gives me the following:

FATAL: Sanity check for installation failed. Current OS version 10.0.10240 doesn't satisify OS requirements

FATAL: Error occured in install product workflow with error code 190

Same computer, same OS what's the problem??

you have win 10 1507. i think win 10, 1607 or better is needed and 1809 or better is recommended.

All is good!! Upgraded to Win 1907 Adobe downloaded and I am back in business

You do not have the lastest version of Win10. The latest Windows version is 10.0.19041.
