problems installing PSE11

I bought a new PC. On the old one was installed PSE8. Now I have purchased an upgrade to PSE11, and I have tried to install it on my new computer. I get an error message: "Error the 2203rd Database C: \ Windows \ Installer \ f2745a.ipi. Can not open the database file. System error -2147287035"

Can you tell me what to do?

    You are not running with sufficient user privileges. Run the install as admin.

    When I try to install as an administrator, the program will first uninstall, and then comes the same error message. So I can not continue

    Have you tried creating a new local administrator account and trying to install again?
