Procedure to change language in Adobe Creative Cloud app does not work

Hello,

I followed the procedure for Windows 8 to change the language in the Adobe Creative Cloud app, meaning I went into Preferences, changed French to English, and when I exit Preferences (or when I restart the computer), the language of the app is still French although it does show English when I check Preferences. Then I installed Photoshop 2017, and it installed it in French (whereas the procedure says all new app installed will be in the language selected in Preferences). So I guess the official procedure does not work. Can you please help ?

uninstall your current app that's using an incorrect language.

then follow these instructions to install with the correct language: https://helpx.adobe.com/creative-cloud/kb/change-installed-language.html

Just did that : changed language in the ACC app and in my account, changed my region from Canada French to Canada English, uninstalled  Photoshop, Lightroom, Bridge and Adobe Creative Cloud desktop app.

Restarted the computer. When I reopened Adobe.com and signed in, it was in French again, so went into my account, changed the region again and the language.

Then installed Adobe CC desktop app again. When I open it, it's in French !! Eventhough in the Preferences it does say English.

I dread installing Photoshop and Lightroom again, for fear of seeing them in French, as it takes forever to uninstall - reinstall them....

Any ideas ??
