program say they can't call resource file in and reinstall this program to solve this problem so i tried reinstall but the problem is not solved

프로그램을 다시 설치하라해서 모두 지우고 다시 설치를 해보았지만 똑같이 저 문구가 반복적으로 떠요

If yes, That is a Microsoft problem, so you need a Microsoft solution
Go to the Search bar at the top of http://www.microsoft.com/en-us/ to find and re-install the C runtime, or for ALL Windows help
