PSE 10 installed on windows 7 desktop and recently updated on windows laptop. now PSE doesn't work on either machine. How can this be fixed?

PSE 10 installed on windows 7 desktop and recently updated on windows laptop.  now PSE doesn't work on either machine.  How can this be fixed?

    When I click on PSE icon on either desktop or laptop, nothing happens. I then tried to reload PSE 10 on laptop but message says I need to deactivate before installing.  Then same message to deactivate on desktop. I thought Adobe allows download to desktop and laptop.

    I Have not deactivated either computer yet. I've deleted previous PSE editions on both computers and worried about losing my photo files.

    I would appreciate any solutions. Thank you

    uninstall pse 10 (properly using the adobe uninstaller).

    clean - Use the CC Cleaner Tool to solve installation problems | CC, CS3-CS6

    then try reinstalling using the adobe installation file(s).

    if you see an activation count error while trying to reinstall contact adobe support, https://helpx.adobe.com/contact.html

    and ask for an activation count reset.
