PSE 14 64-bit extraction does not complete

I am trying to install PSE 14 64-bit on a Dell Inspiron 15 laptop, but the setup will not complete the extraction process for the file PhotoshopElements_14_LS28_win64.exe. I purchased the software from Amazon as a digital download, and downloaded the exe file successfully. My computer is a brand new 64 bit Windows 10 laptop with 690 GB of free hard drive space. It meets the minimum system requirements. When I try to extract the 64 bit version from the PhotoshopElements_14_LS28_win64.exe file, the bar freezes towards the end. It just sits there for ever and eventually says the program is not responding.

How can this be fixed?

    Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)

    John - thanks, I forgot to mention that I had tried that (right click, run as Administrator), but it still hangs. I've also tried re-booting; and re-downloading the file. The 32 bit file seems to work. I started it, but stopped it half way through extraction because I'd really rather install the 64 bit version.
