PSE 9 Can't Uninstall; Error 1316: File already exists

I can't uninstall Photoshop Elements 9 from my system running Windows 8.1. When I use the Windows Uninstall program, I get a message asking If I want to remove PSE 9, and when I confirm that I do it gives me an error message #1316: Program Already Exists. I know it exists, that's why I want to remove it and install a newer version! I've tried re-installing, de-activating and re-activating with no success.

Thanks Deepak,

I performed all of the manual removal functions and it seems to have cleared anything left over from PSE9, though I'm still seeing an error message when I use the Windows Uninstall application, though now it's a different message which says "This action is only valid for products that are currently installed". (No error message number is displayed). The new version of PSE is now running correctly and I'm not going to worry about the program being displayed in the add/remove programs list.
