check your account to verify your subscription is what you expect and to verify your adobe id (used in the next step), https://www.adobe.com/account.html

if your account shows

a. your subscription is active,

1.  sign out and then back in to your cc desktop application using the same adobe id above to verify your subscription:  http://helpx.adobe.com/creative-cloud/kb/sign-in-out-creative-cloud-desktop-app.html

2.  if that fails, https://helpx.adobe.com/creative-cloud/kb/cc-reverts-to-trial.html

if your account shows

b. you have no subscription and you're paying for one

1. using a browser that allows popups and cookies,  contact adobe support during pst business hours by clicking here and, when available, click 'still need help', http://helpx.adobe.com/x-productkb/global/service-ccm.html

Had the same problem on a Mac and much agrevation with Adobe support trying to insist that they remote in to my machine. Eventually recieved the following list:

1. Uninstall Application by moving to trash.

2. Remove all Adobe entries from Utilities.

3. Provided permission to adobe folders (all users), locations are:

(a) /library/applicationsupport/adobe

(b) ~/library/applicationsupport/adobe

4. Deleted Adobe folders, locations are:

(a) /library/applicationsupport/adobe

(b) /library/applicationsupport/caches/ ALL ADOBE ENTRIES

(c) /library/applicationsupport/logs/ ALL ADOBE ENTRIES

(d) /library/applicationsupport/launchagents/ ALL ADOBE ENTRIES

(e) /library/applicationsupport/launchdemons/ ALL ADOBE ENTRIES

(f) /library/applicationsupport/preferences/ ALL ADOBE ENTRIES

(g) ~/library/applicationsupport/adobe

(h) ~/library/applicationsupport/caches/ ALL ADOBE ENTRIES

(i) ~/library/applicationsupport/logs/ ALL ADOBE ENTRIES

(j) ~/library/applicationsupport/launchagents/ ALL ADOBE ENTRIES

(k) ~/library/applicationsupport/launchdemons/ ALL ADOBE ENTRIES

(l) ~/library/applicationsupport/preferences/ ALL ADOBE ENTRIES

(m) ~/library/applicationsupport/preferences/ ALL ADOBE ENTRIES

5. Empty Trash

Deleting the app and utilities was not the problem. The locations above are also not exactly right - (b) though (m) and in /library/ and ~/library/ directly and not in application support. E.g.  /library/launchagents/ rather than  /library/applicationsupport/launchagents/

for others, don't follow these steps.  if you (others) have questions, post your question.
