Question of video cards and compatibility

So first I could not find a better place to post this.

After reading through so many similar posts I can not find anything that answers my questions.

What I am looking to find out is, a bit about what makes (or in my case prevents) a video card from working well with ALL of adobe creative cloud. Currently I have a AMD Radeon HD 7700 Serries card, and it functions terribly with like most of the programs.

I am being asked what would work better, but there is little information on what makes a card work or not work other than minimum or recomended specs. Which this card meets so IN THEORY it should work. 

However this card functions like absolute garbage when trying to use illustrator, indesign, aftereffects and photoshop. Its not the RAM as I just upgraded that to 64 gig. Its not the storage either because its on an m.2 solid state. 

Lastly I know its the video card because of what event veiwer puts out. 

I just want some documentation saying what cards are confirmed to work well accross the board. It seems odd to me that all the documentation is sp program specific. Is it really uncommon for creative profesionals to be using them all? To be slightly more susinct, I have found information on a per program basis, but I want something that is confirmed to work with ALL the creative cloud apps.

And I read that and it does not really help me much. It only provides information for premeire pro, which is one of the programs I use yea, but I also need something for Illustrator, Photoshop, After Effects, and some others too. 

Maybe I need to ask my question slightly differently. 

Is there any place that provides the OPTIMAL SPECS, for a card that would work with ALL of the programs, and have no trouble? At least then I would get some starting point. 

I dont understand why this card does not work for some of them, it meets the recomended, yet still does not work.
