I'm having this problem as well.  I'm not able to travel.  Our internet provider is AT&T Business. We have a speed of 300+ mbps.  I can't install Adobe Illustrator, InDesign, and Photoshop.   get to 7% and get the same error:

I can download and install older versions (InDesign Version 9.0) however, too many files have been created at version 12 and newer.  I get the same error code for trying to install Version 12 and 14.

That KB is useless....

F.ex, looking at the http requests adobe remoteupdatemanager sends to our internal update server and doing a download through a web browser, the browser has no problems downloading the file - and checking the sha-256 hash on both sides does show that it's the same file. So why can't Adobe's tools handle downloading the same file? Fatal error '117' / "Download for current package failed with segment validation error"

Don't know what http library Adobe is using in their products, but perhaps your developers should use something else?

There are many that have problems with your update/installation tools. It just doesn't work very well and should be redesigned.
